Farm Rules (Pitching Machine/Coach Optional)
1 A home plate umpire shall be provided for each game. Coaches are encouraged to arrange for a parent to act as base umpire. If a base umpire is used, the home plate umpire has the authority to overrule the base umpire, in his role as crew chief
2. Every player must play defensively for at least six outs recorded by his/her team. Except for disciplinary reasons, no player may sit out more than two consecutive defensive innings. All players must be rotated to a different fielding position every two innings of each game in such manner that, over the course of each week during the season including any season-ending Farm 8 division tournament, each player shall have played a generally balanced number of innings on defense at: (1) at least three different infield positions, AND (2) at least two different outfield positions (all such positions being the nine regular fielding positions in the professional game).
3. Continuous batting order (CBO): All players bat, in order, throughout the game, whether or not they are inserted in the defensive line up in a particular inning. The batting order shall be changed from game to game to ensure all players bat in a different position in the batting order.
4. An inning, except for the sixth inning, is considered complete when there are 3 outs or 5 runs have been scored. The sixth inning is competed when three outs have been recorded (i.e. unlimited runs will be allowed in the sixth inning).
5. If, in the opinion of the home plate umpire, there will be insufficient time to complete six innings on account of darkness or the time limit before the scheduled start of the next game, the home plate umpire shall so indicate to the coaches of both teams and that inning will be completed when three outs have been recorded (i.e. unlimited runs will be allowed in that inning).
6. One coach from the defensive team may be on the field to coach the defensive players provided that coach does not interfere with the game play.
Field Set Up
7. The distance between each base shall be 55 feet.
8. The distance from home plate to the cones designating the end of the outfield shall be at least 125 feet.
Base Running
9. When the player who is to be the catcher in the next inning is on base and two outs have been recorded, the coach shall substitute the last player to have been called out as a “courtesy runner” to enable the catcher to begin putting on the catcher’s protective equipment.
10. Coaches are advised to be familiar with the “slide and avoid” rule promulgated by Little League International and to make all their players similarly familiar, as CPLL umpires have been instructed by the Umpire in Chief to strictly enforce this rule.
11. Lead offs are not permitted; the ball must cross the plate before the base runner removes his/her foot from the base. The umpire shall make the determination as to whether the runner removed his/her foot before the ball crossed home plate. If the runner left the base early and was put out by the defensive team, the runner is out. If the runner left the base early and advanced safely to the next base, s/he must return to the original base, as must any other base runners who advanced at the same time.
12. Headfirst slides are not permitted and any runner doing so shall be called out unless the runner is returning to the base from which s/he left.
13. A batted ball that does not leave the infield shall limit the batter and each base runner to one base (i.e. runners may not advance on overthrows). A batted ball into the outfield shall limit the runner to the base to which s/he was advancing at the time the defensive player obtained control of the ball plus one base.
14. Stealing (including advancing on a passed ball) is not permitted.
15. The infield fly rule does not apply.
Pitching and Batting
16. Pitching is done with a pitching machine as provided by the league. The pitching machine shall be placed on the pitching rubber. A coach of the batting team will operate the pitching machine. There will be no walks permitted. Any pitch from the machine which (1) is NOT struck by the batter fair or foul, and (2) is NOT called a strike by the umpire, the umpire will call “no pitch – dead ball.”
17. A coach of the batting team may choose to pitch to his/her players at bat if he/she feels it’s more appropriate.
18. If a batted ball hits the pitching machine, or hits the coach operating the machine, and assuming the coach has made a reasonable effort to avoid being hit, the umpire shall call the ball “dead”, award the batter first base, and move other baserunners a single base.
19. The coach must attempt to avoid thrown balls. A thrown ball which hits the coach is “live” and play continues.
20. In the event a batter is hit by a pitched ball, the batter will be entitled to first base. Intentional bunts and intentional walks are not permitted.
